As Portland Looks at the many threats to those that live here, it has moved to take quick and decisive action. Sure there are gang problems. Yes, the homeless create issues, as a community we need to stand against police excessive force. But the item that seems to be uniting the city, has moved people to act, is the threat of the plastic shopping bags.
